Abia House of Assembly Passes States 2014 Audit Report as Five other Bills Scale Through First Reading

The Abia State House of Assembly has cleared and passed the 2014 Audit reports on the accounts of the state government. The passage followed a consideration of the report of the Public Accounts Committee at the committee of the whole.

The House while passing the report after a long consideration of the report submitted by the Public Accounts Committee, among other things recommended that the Accountant General of the State must ensure the submission of the accounts documents of the state on or before the end of the second quarter of every year, that the Board of Internal Revenue,BIR, should employ other pragmatic approach to revenue generation of the state,and urged the state government to ensure the implementation of the budget and release of funds to Ministries, Departments and Agencies. MDAs,for overhead cost.

Also,HAB 22 - Abia State Tourism and Services Development Board Bill, HAB 23 - Abia State Pensions Reform Bill, HAB 24 - Abia State Traditional Rulers and Autonomous Communities No 2 Amendment Bill, HAB 25 - Abia State Advisory and Merit Awards Council Bill and HAB 26 - Abia State Prohibition of Terrorism, Kidnapping, Hostage Taking and use of Offensive Weapon or other offensives or other offending behaviour amendment No 1 Law of 2009, all sponsored by the majority leader, Chinedum Orji passed first reading.

However, HAB 20 - Abia State Community Youth Council Bill 2016, and other matters incidental thereto, sponsored by Chukwudi Ogele,the member representing Isuikwuato constituency failed to scale through second reading. 
While defending the bill,Ogele who noted that youths are maligned and relegated to the background, hence, the restiveness across the country,said the passage of the bill will help in putting the youths on check among other reasons raised. This however,did not go down well with some members of the house who argued that the passage of the bill is a proliferation of the Nigerian Youth Council and Abia Youth and Sports Development. 
The House was thrown into uproar as they tried to argue whether or not the bill should go through the second reading.

At the end of the day,the Speaker of the House,Rt.Hon. Martins Azubuike who stated that the bill has some merits and can't be thrown into the bin asked the sponsor of the bill,Chukwudi Ogele to reconstruct,research, rephrase and restructure the bill for further considerations.
The bill was committed to the House Committee on Youth Development and Chieftaincy Affairs, and were asked to report back to the housein four weeks.

The House adjourned plenary to reconvene on Monday July 25.
