The Independent National Electoral Commission, INEC, has insisted that only card readers will be used at the governorship and State Houses of Assembly elections slated for Saturday April 11.
Secretary of the Commission, Augusta Ogakwu  in a statement said the provision of the Guidelines for the conduct of the 2015 general elections which outlined what is to be done if a card reader fails and cannot be replaced  by the commission within a specified time frame, would be enforced.
Ogakwu maintained that the relaxation of the guidelines on March 28, was only for presidential and National Assembly elections, insisting that the use of the manual means of voting would no longer be allowed.

The commission however, noted that it has reviewed the operation of the Card Readers in the March 28 elections, identified the challenges and has taken adequate measures to address them.
